Under the recent Notice of Proposed Rulemaking, the Accounting of Disclosures requirement would be expanded to include an access report on all accesses to a patient's record, including those for treatment, payment and healthcare operations, within an Electronic Health Record (EHR). Both the current and proposed requirements present a host of obstacles for healthcare organizations, including limited audit log capabilities, costly service fees to EHR vendors, and inadequate centralized audit log management.
